opening meet of his Committee as soon as his colleagues arrive on march 9th. I gave him your letter and backed it up, he said that Sir F.D. Lugard had seen him before he left England and had impressed him; and I think there is a reasonable hope of his trying to induce his Committee to go to Hongkong first if only for climatic reasons-- and work northwards. He has been told that there will be a good deal of chinese opposition to grants to Hongkong and, of course, the leit motif is generally speaking to please the chinese members: but I pointed out that the idea of making Hongkong a home for the critical study of Chinese literature and civilization had not been put to the Chinese and that the idea was likely to appeal to them. I think you must be prepared for him to want to go on from nongkong to Canton, if the Committee go first to nongkong. ne is very anxious to keep clear or politics naturally and, unless Canton actually repulses him, he will not want to appear to be punishing Canton oy ostentatiously ignoring it. In any case I have urged the importance of his visiting Hongkong at the earliest possible moment, in order to learn exactly what 'politics' mean and I have told him of the references to hia mission which occurred in the exchange of telegrams with London at the beginning of this month".
